The mechanism of social regulation provides the social stability of the society. The state, being the guarantor of national system of social security and stability, must work out the common conception of social responsibility. The responsibility, in itself, for a worthy living of every human being, must deride social, charitable organizations and entrepreneurship. Social sphere development is to be the main direction in goverument development. It has a number of problems the answers of which are priority in government regulation. The special attention is focused on the main basic directions of innovative activity of agroformations and its resultant aspects, the comparative assessment of development of agriculture in the Republic of Kazakhstan in relation to world trends is executed. Comprehensive strategic proposals have been formulated for the development of the innovative rural tourism project as an indirect tool for enhancing labor processes in agriculture. Cost management in the enterprise should use methods that affect the change in costs in advance, while respecting optimization. The main support in solving these issues is the introduction of cost logistics, from the moment the costs arise to the moment the products are introduced into the economic circulation of the consumption of the flow of material resources and finished products, in order to achieve minimal costs when making a profit in the process of revising the methodological foundations of the cost management system at the enterprise. All this determines the relevance of the topic of the article. The purpose of this article is to develop methodological provisions and practical recommendations for the formation and implementation of methodological tools for cost management in an enterprise. In accordance with the goal, the following tasks are defined: to determine the theoretical foundations of costs in the enterprise; identify problems in the cost management system at the enterprise; offer recommendations for improving cost management at the enterprise. The theoretical and methodological basis of the article was the modern concepts of cost management presented in the works of domestic and foreign scientists. The information base in the work was legislative and other regulations governing legal relationships and economic activities of a business partnership in the economy, accounting and reporting data of the research object, generalized in the course of specific calculations, materials of its planning, control and analytical practice.

The economic development of the country at the present stage is characterized by a significant slowdown in the payment turnover, which is a consequence of the growth in the share of receivables in the structure of the enterprise's working capital. In this regard, the most important task of financial management can be defined as the effective management of accounts receivable, which should ensure its timely collection and optimization of the total amount of debt. In the process of carrying out economic and economic activities, the company may have bilateral obligations with counterparties, who often cannot immediately pay us for goods shipped earlier or services rendered to them, thereby leaving us the property right to receive a certain amount of money. Late payment from the counterparty inevitably leads to an increase in the company's receivables, which worsens its economic condition and leads to one of the most dangerous problems for this entity, namely, a lack of working capital. Accounts receivable is an important element of working capital because it defines an asset that is associated with legal rights, which may include the right to own. However, since this kind of asset is not classified as a commodity, we can only assign claims to it. Which, in turn, may be of commercial interest only when consumer value appears, which is a consequence of the timely payment of debt to the enterprise from counterparties that did not entail losses.

The problem of the population employment is the most important economic and social problem, the effective decision of which plays a decisive role in ensuring the proper level and quality of life of the whole society, in the formation and development of professional and personal capabilities of each person. Foreign countries, as part of the realization of state policy in the field of employment, as active measures, focus on complex support of unemployed, based on the development of employment services. In Kazakhstan also special attention is made on the realization of active policy on the labor market. In particular, one of the active policies was the realization of the «Enbek» Program, which in turn contains a number of active measures for professional training and retraining, subsidizing jobs, increasing the territorial mobility of employees, supporting entrepreneurship through grants, preferential lending, and training in the basics of doing business. In general, the expenses of promoting employment in Kazakhstan are at a fairly low level, while the coverage of participants with active measures is greater than in many developed countries. The largest share of expenses is measures to support entrepreneurship, while most foreign countries focus on the development of employment services, which is the main step in the employment of citizens.

The author’s vision of the strategy of overcoming the economic sanctions of the West by Russian entrepreneurship is given, the main options for its construction are proposed. Based on the analysis of first option of strategy of overcoming economic sanctions of the West by business structures of the Russian Federation, which assumes a priority orientation on financial, organizational and legal support from the state, it is concluded that it is inherent only in the largest monopolist corporations of Russia («Gazprom» PJSC, «Rosneft» NK PJSC, etc.). It is proved that the second option of this strategy, which is based on a priority orientation on one’s own strength, is logically used in business practice of Russian small and medium-sized business subjects. Non-financial measures to support the latter are systematized and the macroeconomic effect of their application during the sanctions period is determined. The directions for supporting small and medium-sized businesses during the period of economic sanctions of the West on the basis of the introduction of an automated simplified taxation system and the extension of business licenses have been identified.

Статья представляет собой общий взгляд на государственное регулирование региональной политики и социально-экономическое развитие Павлодарской области. Используя общепринятую концепцию государственного регулирования экономики, были выделены сильные и слабые стороны актуальных методов региональной экономики, раскрыто теоретическое содержание понятия государственного регулирования экономики. Были выделены цели и задачи государственной стратегии, механизмы реализации региональной политики. Были рассмотрены мероприятия по реализации плана развития Павлодарской области, а также произведен анализ структуры специальной экономической зоны региона. В финальной части статьи были сделаны выводы о необходимости социально-экономического развития регионов с учетом возможностей и преимуществ Павлодарского региона для стабильного социально-экономического развития области. Цель данной статьи - критически проанализировать методы государственного регулирования экономики в современных условиях. Научно-практическая значимость статьи заключается в получении знаний, которые могут лечь в основу разработки мер государственного регулирования экономики, а также послужить основой для выявления наиболее эффективных форм регулирования региональной экономики. Актуальность исследования определяется тем, что в настоящее время социально-экономическое развитие регионов относится к числу приоритетных направлений государственной политики.

During the period 2000-2022, the total population in Montenegro increased. However, the age structure of the population has changed, where changes are observed in the direction of a decrease in the number of young people compared to the older age group. The share of the population under the age of 15 decreased by 3 pp. in the observed period, while the share of the population over the age of 65 increased by nearly 4 pp. The aging of the population affects different segments of society. This paper analyses the impact of population aging on the state of the labour market, starting from the assumption that demographic trends in the coming period will have a significant impact on reducing the size of the workforce, but that labour market indicators will record favourable trends. Data on demographic trends for the period 2000-2022, MONSTAT's projections of the population until 2060, as well as data on the most important indicators of the labour market were used. We have come to the result that in the coming decades the labour supply will decrease, but that the employment rate will record growth and the unemployment rate will decrease until 2040.

The relevance of the study is determined by the fact that at present the problem of sustainable socio-economic development of single-industry towns is among the priorities of state policy. The world practice of the development of single-industry towns contains the experience of restructuring the economy on the basis of state and regional support measures. The key role in these events is played by the social orientation of the events. Unemployment insurance occupies an important place, the unemployed suffer from this, as well as working people with a low level of quality of life. The implementation of these programs is supported by the activities of public organizations, as well as local authorities and businesses, which, consolidating, jointly solve the problems of the city on the basis of public-private partnership. Many foreign examples show that those regions benefit, which, due to historical conditions and the well-being of the territory, were able to create a situation of investment and social attractiveness, ensuring the creation of competitive industrial zones. They also showed the need for a differentiated approach to solving these problems, taking into account the national, territorial and political characteristics of each city (locality). Currently, the development of single-industry towns is a complex problem in which social issues are inseparable from economic, legal, and political issues. The solution of this problem is necessary to unite the efforts of all levels of government, including public organizations, trade unions, as well as the direct interests of the population of single-industry towns.
