В данной статье представлен обзор разведения поголовья крупного рогатого скота в Северном Казахстане и его регионах. Настоящий обзор по поголовью крупного рогатого скота подготовлен в рамках грантового проекта «Разработка стандартизированной финансовой модели бизнес-процессов для скотоводства в условиях Северного Казахстана». При подготовке обзора авторы использовали материалы государственной статистики, а также научные статьи. Целью настоящей статьи является выявить сложившиеся тенденции в изменении поголовья крупного рогатого скота, распределение его по предприятиям (хозяйствующим субъектам) и продуктивности в Северном Казахстане и его регионах. Выявлены сложившиеся тенденции в изменении динамики поголовья скота за период 2013 – 2023 годы. Сформулированы обоснованные толкования сложившейся ситуации в динамике поголовье крупного рогатого скота в Северном Казахстане. В статье представлен анализ распределения КРС по типам предприятий, на основе которого сделаны предложения по изменению структуры, способные привести к повышению эффективности этой подотрасли скотоводства. В обзоре также представлен анализ по направлениям продуктивности КРС. На основе выполненного анализа авторами в статье представлены предложения, способные привести к развитию отрасли животноводства (КРС), повышению ее эффективности.

Der Artikel ist der Untersuchung der Krankenversicherung in Kasachstan und Deutschland gewidmet. Von den Autoren wurden die Systeme der gesetzlichen sozialen Krankenversicherung in Kasachstan und Deutschland vergleichend-kontrastiv analysiert. Die Merkmale der Funktionsweise des gesetzlichen sozialen Krankenversicherungssystems wurden identifiziert, Finanzierungsquellen, Finanzierungswege, die Höhe der Gesundheitskosten usw. wurden bestimmt. Basierend auf der Analyse wurden entsprechende Schlussfolgerungen gezogen. Die Krankenversicherungssysteme Kasachstans und Deutschlands unterscheiden sich in wesentlichen Aspekten wie Beitragsniveau, Verwaltungsstruktur und Regelungsbereichen. In Kasachstan hat sich das Krankenversicherungssystem nicht konsequent entwickelt und ist noch nicht vollständig etabliert. Im Gegensatz dazu hat sich das deutsche System schrittweise weiterentwickelt und wurde unter Berücksichtigung gesellschaftlicher Interessen in verschiedenen Entwicklungsphasen verbessert. In der vorliegenden Arbeit werden verschiedene wissenschaftliche Methoden angewendet, darunter institutionelle Analyse, Synthese, Literaturüberblick und vergleichende Methoden. Die Ergebnisse der Studie können von Behörden im Gesundheitswesen genutzt werden, um ein optimales Modell der gesetzlichen sozialen Krankenversicherung zu entwickeln. Die empirische Grundlage der Untersuchung besteht aus wissenschaftlichen Arbeiten nationaler und internationaler Forscher, Gesetzgebungsakten im Gesundheitsbereich, offiziellen Veröffentlichungen sowie analytischen und statistischen Sammlungen.

This study investigates the lived experiences and perceptions of project managers operating within the realm of AI-enabled projects. Employing a phenomenological approach, the research delves into the essence of these professionals' encounters, aiming to elucidate how they comprehend and navigate the integration of artificial intelligence into their leadership practices and decision-making frameworks. Through purposive sampling, experienced project managers from diverse backgrounds and industries were selected to ensure a rich tapestry of insights. Semi-structured interviews served as the primary method of data collection, allowing flexibility and depth in exploring participants' perspectives. Thematic analysis was then employed to uncover patterns and insights regarding project managers' adaptation of leadership styles and decision-making processes in AI-enabled projects. The study adhered to ethical guidelines, ensuring participant confidentiality and the right to withdraw from the study. The findings contribute to the understanding of AI's impact on project management, providing valuable insights for both academia and industry practitioners.

Successful implementation of e-learning platforms in educational requires careful consideration of all parties involved, commonly referred to as stakeholders. Understanding their interests, power and expectations is key to strategies for creating e-learning educational platforms. The article examines the principles and methods of stakeholder analysis for the development of e-learning platforms in education. In particular, the research work identified the main groups of stakeholders of e-learning processes, dividing them into different groups. Various analytical tools were also used for stakeholder analysis, such as the stakeholder map, which determines the power and influence of a group of stakeholders on the development of e-learning educational projects. Moreover, the article analyzed the development of the online education market at the global level in recent years. In particular, the educational app sector in the world was examined, including the number of educational apps and the usage of educational apps in recent years. It also analyzed the world's most popular online education course applications, which have become more integrated into workers' career development. In this regard, the development of various online learning platforms in Kazakhstan is also relevant in the era of the development of new digital technologies. This topic affects not only the individual perspectives of students, but also the country's competitiveness in the global economy.

The research is devoted to the problem of gender inequality in the sphere of science in the conditions of sustainable development. The purpose of the article is to analyse measures to support women scientists in the digital space of Kazakhstan. The study used the methods of illustrative and content analysis. The results of illustrative analysis show that there is gender equality in science, but there is inequality in engineering and technological sciences. The results of content analysis show that since 2017, the issue of supporting women scientists with different activities is rarely raised, but specific financial, material and moral support is not observed. Therefore, an optimal model of financial support for women scientists to improve the social life and quality of development and research was developed. The theoretical significance of this article is to close the gap in the scientific problem of gender inequality. Practical significance can be reflected in programs, strategies and projects of public and private institutions.

The article discusses the main aspects of the development of the banking sector, taking into account the development of digital solutions. The vectors in the development of high-tech in banks are discussed, as well as the changes that these technologies bring to business processes, banking solutions and offers, customer service models and the improvement of the personal ecosystem. Domestic and foreign examples of the use of high-tech in the process of planning, evaluating and monitoring decisions are analyzed, which makes it possible to demonstrate the prospects for their application for further implementation of the principles and procedures of effective management. The study showed that the digital agenda of the entire process chain will become the main vector of development of any business, including banking. In addition, the use of advanced technologies in the banking system will help solve a large number of unresolved issues. Technologies such as machine learning, P2P lending, blockchain and artificial intelligence will provide an opportunity to moderate technological changes, allow you to personalize solutions, reduce the time of banking transactions, eliminate technical errors in calculations and the risks of deliberate data distortion. The purpose of the study is to present a description of the main directions of digital transformation of banks' business models in the context of ensuring the security of the banking system in Kazakhstan.

Статья выполнена в рамках грантового финансирования Комитета науки Министерства науки и высшего образования Республики Казахстан с целью реализации проекта «Совершенствование профессиональных коммуникативных компетенций государственных служащих в контексте «Слышащего государства». В статье рассмотрен опыт зарубежных стран по развитию стратегий профессиональных коммуникаций государственных служащих. Исследование основано на изучении и анализе стратегических документов, государственных планов по коммуникациям, правительственных сайтов государств преуспевших в развитии коммуникаций государственных служащих при взаимодействии с населением. В рамках исследования были рассмотрены принципы, подходы, каналы коммуникации, на чем основывается политика коммуникации государственных органов с различными целевыми аудиториями: гражданское население, бизнес структуры, неправительственные и государственные организации, СМИ и т.д. Данная работа проведена для рассмотрения возможной практики применения международного опыта для государственных органов Казахстана. Для выявления проблем в коммуникациях на государственной службе в Казахстане в статье использованы результаты проведенных исследований на основе социологического опроса среди государственных служащих центральных и местных исполнительных органов (n=4606). В заключении авторами предложены рекомендации для развития коммуникаций на государственной службе в Казахстане.

This article focuses on the issue of cross-cultural management in the internationalization strategy of Chinese construction companies, especially in the Kazakhstan market. Through an exploratory approach, an in-depth case study of Pacific engineering& construction company limited (PECC), a Chinese construction company in Kazakhstan, this research provides rich insights into cross-cultural management in internationalization strategy. Based on data from 51 questionnaires, this article analyzes the impact of cross-cultural conflict on organizational performance in the internationalization management of construction companies. The results of the study show that the relationship between cross-cultural conflict and organizational performance is not a simple linear relationship, but an "inverted U-shaped" relationship. Both too high and too low cross-cultural conflict are detrimental to organizational performance, but appropriate cross-cultural conflict is conducive to organizational performance. This study contributes to the limited literature on internationalization of Chinese construction companies. At the same time, it provides a reference for the internationalization of other small and medium-sized enterprises in Kazakhstan.

Ипотечное кредитование в Казахстане является важной возможностью для получения жилья. Ведь не секрет, что развитие строительства напрямую зависит от ипотечного кредитования. В развитых странах ипотечное кредитование играет большую роль в формировании ВВП, при этом процентная ставка по ипотечному кредитованию не высокая, позволяющая населению благополучно погашать кредиты. На основе статистических данных с 2007 по 2023 годы была сформирована линейная модель по оценки уровня ипотечных кредитов, которая использует показатели ВВП, выданных кредитов банками второго уровня и средневзвешенную ставку по ипотеке. На основе статистического метода с помощью динамических рядов исследована взаимосвязь показателей и объемов ипотечных кредитов в Казахстане. Рост объемов ипотечных кредитов для населения, дает возможность развития строительного бизнеса, что в результате, позволяет увеличивать экономические показатели государства. Одновременно с международными тенденциями развития стран не следует забывать о существующих проблемах при использовании ипотечных кредитов. К ним относятся прежде всего платежеспособность заемщиков, экономическое состояние населения берущих кредиты. Также, при выдачи ипотечных кредитов немаловажную роль играют условия их предоставления, к которым относятся первоначальный взнос заемщика, номинальная процентная ставка, сумма и срок кредитования. Для получения наиболее реального прогноза развития ипотечного кредитования был применен корреляционно-регрессионный анализ, на основе которого сформировано уравнение, основанное на переменных: ВВП, кредитование банков второго уровня и средневзвешенную ставку. В заключении предоставлены основные выводы и предложения, которые будут способствовать развитию ипотечного кредитования.
